Conditions
Foreigner shall have attained the age of eighteen (18).
The foreigner must have the support of the organization and an employment contract.
The organization must be registered with the Office of Non-Governmental Organizations.
Testing for communicable diseases (AIDS, B and C hepatitis, malaria, Bilharzia).
For foreigners from countries that require an advance visa to enter the Kurdistan Region, their residence card must be requested by the same organization that issued the visa.
Foreigners who receive residence cards through organizations will also be issued residence cards to their families provided they have support from the Ministry of Labor and Social Affairs/Social Security Directorate and are registered.
Each foreign and domestic organization will have its own code in the electronic residence card application system, applications must be submitted online.
The validity period of the foreigner’s passport shall not be less than six (6) months.
If the transaction is to renew the residence card, the old residence card must be requested before the expiration date, otherwise he will be subject to a late penalty of (20,000) twenty thousand dinars per day.

According to Directive No. (1) of 2021, the following guidelines for issuing electronic visas and residence permits in the Kurdistan Region:
- For international organizations:
(25,000) Twenty-five thousand dinars for issuing residence cards.
- For local organizations:
For foreigners who do not need to obtain a visa in advance to enter the Kurdistan Region:
(300,000) Three hundred thousand dinars in exchange for conversion of visit visa to residence card.
(150,000) One hundred and fifty thousand dinars for issuing residence cards.
(25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For foreigners who need to obtain a visa in advance to enter the Kurdistan Region:
(1,000,000) One million conversion of visit visa to residence card.
(150,000) One hundred and fifty thousand dinars for issuing residence cards.
(25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For residence card renewal transactions for local organizations:
- (150,000) one hundred and fifty thousand dinars in exchange for renewal of residence.
- (25,000) Twenty-five thousand dinars residence administration fee for renewal of residence.
The penalty for late renewal of residence card for each day of delay is (20,000) twenty thousand dinars.
- For international organizations:

The penalty for late renewal of residence card for each day of delay is (20,000) twenty thousand dinars.
Procedures
First, the organization submits the application online and scans all the documents.
After 72 working hours, the approval of the residence card will be sent online through the same system and the foreigner can visit the central laboratory for a health test.
After (48) working hours, the results of the health test will be returned to the relevant Residence Directorate, the foreigner visits the room for issuing residence cards to organizations, in order to verify the results of the test and prepare receipts for payment of fees
He visits the accounting room, in order to pay the prescribed fees.
Revisits the room for issuing residence cards to organizations, in order to return accounting receipts and scanning.
Visits the printing department to print the residence card and complete the transaction.
