Conditions
Foreigner must be eighteen (18) years of age or older.
Testing for communicable diseases (AIDS, B and C hepatitis, malaria, Bilharzia).
The validity period of the foreigner’s passport shall not be less than six (6) months.
A foreigner shall not be guilty of any shameful act and shall not be subject to any comment.
Whatever company issued the entry visa for the foreigner, the same company must issue the residence card for the foreigner, except for lawyers who are classified as consultants or practitioners. According to Article 7 of Directive No. (1) of 2021, the Directive on issuing visas and residence cards.
Fill out the ensuring application form and pledge according to the type of sponsorship.
This card is valid for six months or one year, after which it must be renewed. A foreigner can renew his residence card for up to nine years and annually.
Ensuring for a foreigner shall not be ensured by an employee of the Internal Security Forces or Peshmerga or security employee or an officer or employee of the Iraqi Federal Government. and must fill out Pledge Form No. 15, Foreigner for Household Service.
A person shall not ensure more than three (3) foreigners, but if they are members of the same family, according to Article 1, paragraph (10), there may be more than three, and this applies only to one family.
A foreigner must apply for a residence card before the expiry of his visa.
Each residence and visa company must issue residence cards or exit stamps to foreigners as many visas as it receives each month.
If the transaction is a renewal of the residence card, he must apply for the renewal of the residence card before the expiration of the expiration date, otherwise he will be subject to a late penalty of (20,000) twenty thousand dinars per day.
residence and visa companies can sponsor foreigners and the company bears all legal and financial responsibility for the foreigner.

- (300,000) three hundred thousand dinars in exchange for conversion of visit visa to residence card.
- (150,000) one hundred and fifty thousand dinars for issuing a residence card.
- (25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For foreigners who need to obtain a visa in advance to enter the Kurdistan Region:
- (1,000,000) One million conversion of visit visa to residence card.
- (150,000) one hundred and fifty thousand dinars for issuing a residence card.
- (25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For residence card renewal:
- (150,000) one hundred and fifty thousand dinars in exchange for renewal of all types.
- (25,000) Twenty-five thousand dinars residence administrative fee for renewal of residence.

Procedures
First, the Residence and Visa Affairs Company submits the application through the online residence card application system and scans all the documents.
After 72 working hours, the approval of the residence card is issued online through the same system to the Residence and Visa Affairs Company. The foreigner can visit the central laboratory for blood tests.
After (48) working hours, the test results will be returned to the relevant Residence Directorate, The foreign visits the room for issuing residence cards to foreigners to verify the results of the test.
He visits the accounting room, in order to pay the prescribed fees.
He visits the control room, in order to verify the final transaction.
Visits the residence card collection room in the presence of the foreigner, in order to collect the residence card and complete the transaction.
