Conditions
Foreigner must be eighteen (18) years of age or older.
Testing for communicable diseases (AIDS, B and C hepatitis, malaria, Bilharzia).
The validity period of the foreign person’s passport shall not be less than six (6) months.
For foreigners from countries that require an advance visa to enter the Kurdistan Region, their residence card must be requested by the same oil and gas company that issued the visa.
The foreigner must have an employment contract with the company applying for the residence card.
The foreigner must be registered with the Ministry of Labor and Social Affairs, Social Security Directorate. Only the executive director or shareholder with a share of not less than 20% does not need an employment contract and a social security letter.
Foreigners must have a written approval from the Ministry of Natural Resources of the Kurdistan Regional Government.
Foreigners who are issued residence cards through oil and gas companies will also be issued residence cards to their families, provided they have the support of the Ministry of Labor and the Social Security Administration and registered.
If the transaction is to renew the residence card, he must apply for the renewal of the residence card before the expiration of the expiration date, otherwise he will be subject to a late penalty of (20,000) twenty thousand dinars per day.

According to Directive No. (1) of 2021, the following guidelines for issuing electronic visas and residence permits in the Kurdistan Region:
For foreigners who do not need to obtain a visa in advance to enter the Kurdistan Region:
- (300,000) three hundred thousand dinars in exchange for conversion of visit visa to residence card.
- (150,000) one hundred and fifty thousand dinars in exchange for issuing residence cards.
- (25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For foreigners who need to obtain a visa in advance to enter the Kurdistan Region:
- (1,000,000) One million conversion of visit visa to residence card.
- (150,000) one hundred and fifty thousand dinars in exchange for issuing residence cards.
- (25,000) Twenty-five thousand dinars residence administration fee for applying for residence permit.
For residence card renewal:
- (150,000) one hundred and fifty thousand dinars for renewing all types of residence.
- (25,000) Twenty-five thousand dinars residence administrative fee for renewal of residence.
The penalty for late renewal of residence card for each day of delay is (20,000) twenty thousand dinars.

Procedures
First, the oil and gas company submit the application through the online residence card application system and scans all the documents.
After 72 working hours, the approval of the residence card will be sent online through the same system to the oil and gas company. The foreigner can visit the central laboratory for a health Test.
After (48) working hours, the Test results will be returned to the relevant residence directorate. The employee will visit the relevant room for issuing residence cards to the oil and gas company, in order to verify the Test results and prepare receipts.
Visits the accounting room, in order to pay the prescribed fees.
He will visit the room for issuing residence cards to the oil and gas company again, in order to return the accounting receipts and scanning.
Visits the printing department to print the residence card and complete the transaction.
